BMW is two-faced on this issue: If it's on their dime, they will do it without blinking an eye -- they only replace the rotors if they fail to meet minimum thickness and runout specs.

OTOH, if it's on YOUR dime, they will tell you each and every time only to replace pads and rotors in sets...
