That seems ridiculously high to me. Especially if the springs are already on the shocks assembled if not the job is not even a 4 hours job with power tools and lift...Unless a alignment is included even at that you are still 200$ over priced imo.
Maybe you can try the regional forum and see if anyone know any better shops in the area.
