Go 2 a different dealership. Thats some BS right there. If you got it from that dealership I would talk 2 the service manager and have him/her sort it out. Its a legal issue when it comes down to it since they broke the law. It was in their possession when they inspected the vehicle and sold you without informing you. Threatening them by blurting out "my lawyer" will be notified. Its a clear violation and should be taken care of free of charge. CPO or not its their responsibility as a dealership to make sure the car in fact is legal for the state requirements.
