A police officer has to speed to catch speeders, in fact he will have to speed even faster than the speeders to catch and pace them. So given this, a cruiser doing 90 maybe looking to catch up and pace vehicles traveling ahead on him. Not all police lay in wait, catching up to and pacing speeders is a well establish method of finding violators. If someone chooses to make the job easy by actually pacing a police cruiser it makes the job easy.
