also that boot is for the power steering rack, dont take that off. the tie rod is bolted to the back of that number 2, you can take that off

I think you are confused. The tie-rod is part of the steering system as well. And my tie rod is bent and tie rod-end is broken. So I need to change the whole tie-rod which requires getting access underneath this boot.
How do I get this clamp off without damaging it? It is part #3 in the above diagram.
