Halogens will have a white look but wont be nearly as white as a HID solution.
The owner of highperformance bulbs has HID in his Low Highs and Fogs hehe, so its not unheard of to say the least.

Well, if you think about it the fogs don't blind anybody and hi-beams are used when there is no incoming traffic, so it should be fine, right? I'll do it.
