What have the dealers been doing for the SIB that tells them to replace the actuators before they replace the turbos then? Very odd....but it's their prerogative.

That SIB only applies to cars built before 9/2007. I don't think any 1 series with the N54 engine were built before then, so it only really applies to early E9x and E6x cars.
