231-232psi is too high. That motor may be heavily carbon'd up. I would suggest using a chemical called Kreen in the oil, use for 1000 miles before draining, and then if the problem persists doing a piston soak with the same chemical. I doubt your consumption will ever go away but it should decrease the consumption significantly. This chemical dissolves carbon.
