Now, does anyone know what tweaks to the telematics hardware (car's) were made starting in 3/2008? As has been noted elsewhere in one of these threads, remote unlock IS available on these older cars if BMW initiates it...so if it can be done that way, how come it can't be done via this app?

From what I can tell, you really aren't missing too much. I am not very impressed with this app and what it does.
