Generally I think 3rd gear pulls from 2000 rpm.

The basic requirement is to put the engine/turbos under load which can only be done when you are foot down.

I don't know if it's advised against, but I'd say using hills is probably the best way. You can put more load on the car for a sustained period without driving at a ridiculous speed. Stick some passengers in the car too! +300kg and an incline will put the car under a much larger load than just you driving on the flat, in which case you can quickly run out of road.

Don't overload the drivetrain though. If you have a lot of weight/incline, you'll probably be best starting from 3000rpm.
