I am exploring another avenue:
Those laws and regulations actually apply to public roads. The way I see it, they do not apply on private property. This, theoretically means that if you park your car in downtown inside of a parking building or other private parking facility, they can't enforce those tickets. If you however park on the street with parking meters, they can enforce the ticket.
I wrote a letter to all 40 Alderman's offices trying to get one of them to slip. We'll see what happens..
