I would imagine a combination of several factors:
1 - very weak or weakly enforced traffic laws
2 - lower standard of living makes people respect authority less
3 - cold harsh weather making driving very unsafe
4 - vodka!!
Any one of these factors is in itself a good reason for this but any combination is a recipe for a disaster.
