I tried changing wert_02 to 01 and that didn't work. I couldn't find the one that was in the excel file.

Make sure you go though the files or use an NCS translator to see the available options. It's possible that wert_02 and wert_03 are options and wert_01 is not.
When I made my headlights come on with unlocking, changing nicht_aktiv to aktiv was not possible, because aktiv wasn't a part of the possible coding options. I had to use soft/hart einsomethingorother (forgot the name), and then it magically worked
