If you look at the video as an isolated incident then it's fair to say that big boy over reacted. However, the back story coming out is that twiglet boy and his mates made big boys life misery so I say he got what he deserved.
From experience, getting thrown to the ground is one of the least likely things to do damage in a fight unless it is a case of being thrown to the ground head first or being properly slammed with the other persons body weight landing on you as a seasoned judoka or wrestler (not the wwe kind) would do specifically to cause damage.
A slap or punch could have caused far more damage such as a broken orbital or perhaps even serious head injury if a flash knock out had occurred causing twiglet boys head to fall towards either the ground or the sharp ledge (which probably caused the reported break to twiglet boys tibia) from standing height.
