I has a quick adjust ratchet to tighten the front forks into place and lockable. Photos show it better. You need the base system. It bridges across the two base system piece, your rear wheel fits the back and has a heavy nylon/flexible tie to hold the rear wheel. The wheel holder is a seperate item, not included.

Comes with special torx wrench and key. It is in excellent condition. Neither the base nor bike rack saw rain, used 4 times.
