Does it show on the assessment how they calculated the $1300?
Let's say (for example) that you paid HST upon registration on a $20,000 sales price; at 13% that is $2600
If the assessed market value of the car is $24,000; that works out to $3,120.
You should owe the difference of $520. Perhaps they charged you a penalty fee? But, what you paid before certainly would not have just disappeared.
