Unfortunately, without codes it's quite difficult. He mentioned he had rail codes. The codes might help identify the issue and the issue might or might not be the hpfp.
P0089 is the OBD2 error code. IDK what the BMW version is.

You can pull the connector off the Fuel Pressure Regulator (FPR) and the HPFP will default to max pressure all of the time. People do this when the FPR dies and they need to get home.
