If I was a BMW dealership (which I am not) I might use this method to set my demo cars to generally show that they were achieving the official Combined Figure for mpg. As nobody drives a demo car for long enough to do a proper measurement they would assume that the vehicle was more economical than it is likely to be in normal ownership.

If I was challenged on this practice, I would claim that demo vehicles by their nature return very poor mpg and this can mislead customers so I was just adjusting the figure to be more "realistic".
