Smaller turbo gives issue on the top end.
IMO gain can be make on the mid range (mainly torque) with better tune, better cooling, better fuelling. Meth can also help the top end. No ressource/time were spent working on this.
On the Vag 2.0T it was the same game for the first 3-4 years than came upgraded aftermarket fuel pump, injectors, at first 230whp/260wtq was the limit at 15-16 PSI, higher PSI was impossible because AFR was too lean. Than came the fueling solution and now this small 2.0l Ko3 turbo can run 18-19 psi on mid range and make 270whp and 350-360 wtq without upgraded turbo.... We have a 3.0l 6 cylinder, not a 2.0l 4 cyl....
