The fix recommended by BMW depends on the production date of the car -- which affects which turbo and wastegate actuator design is on the car. Only the early build N54 cars (built before 9/07) apply for the updated actuator fix. Later cars already have these actuators and will probably need turbos.
The "measuring" the dealer was talking about is checking the wear/play in the wastegate shaft on the turbo itself. The turbos need to be removed to properly measure the wear.
