I personally would go for the Tokina because of the F2.8 abuility. because they are such wide angle lenses, it doesn't take much to get a lot of things in focus changing F stop minimally, so, I'd go for the one that allows you more light over one that doesn't

shooting at 5.6 indoors is hard when using natural light. and with the Nikkor, you're stuck at 5.6 at some zoom levels... so it will limit your creativity and abilities to use the glass sucessfully in some circumstances.

that's just my opinion, i use a 2.8 16-35mm on my 5D which is about equivilent to 10-24 on a crop body camera. I really like having the faster lens especially after my experiences with the 17-40 F4 i had before it.
