Thats beyond paint damage, the actual urethane of the bumper is gouged. It will at the least need to be sanded down, body filler applied, and repainted. Otherwise, it is going to have to be sent out to be reconditioned, then repainted.

Price wise, you're looking at $425-825 depending on the shop and how the bumper is repaired.

If they just remove the bumper and repair the damaged area, and repaint, you're looking at $425. If they need to overhaul the entire bumper because of all the little pieces/grille/washers/etc and have the bumper reconditioned and repainted, it'll be $825.
