Car: 2007 335 e92

Symptom: Today I was using the heater and noticed that the fan blower did not increase in power after level 4, the fan power would just stay the same. I've also noticed at times the fan intermittently going on and off at low speeds and stops. I was hoping someone could chime in on this issue. I'm not sure whether or not my cabin air filter replacement is relative to this, but I have a new filter shipping soon and will replace it myself.
