To charge the iPad you must connect to a power outlet. It all comes down to the physical size of the iPads battery and the voltage required to charge it - the trickle from the computer isn't sufficient and hence why, when you plug it in, it will say 'not charging'.

almost. it does charge, but like i said... just very very slowly.
it takes me overnight to get back up to 100% on my iPad2 from USB
