Without getting into a political discussion, Mark Warner (D) happened.
When Governor Gilmore was elected, a repeal of the car tax began in stages under the Personal Property Tax Relief Act of 1998. That's why today, the first $20,000 of a car's value aren't fully assessed for personal property taxes.
But in all fairness, I think when the repeal of the car tax began under Governor Gilmore, it ended up costing far more than was expected. Not making an excuse, but from what I remember that is what kept it from being fully implemented...
