Can anyone identify the black bar in the image attached to this post? Facing the engine from the front, the picture was taken of the left-hand side of the engine bay. The bar is next to what looks like the windshield washer filler-cap.

Questions:

1) What is it called?
2) I need to tighten that screw holding it to the body. How many lbs. of torq (if you know)?

I tried searching realoem.com but could not locate a diagram of this part. I was wiping down the pictured section of the engine bay with a rag after adding oil, when that bolt holding that black bar to the body of the car moved. I tightened it with my finger, but I'm gonna need to go at it with a wrench or something.

Any help will be greatly appreciated!
