another possibility is a broken or fouled reluctor ring. This is attached to the half shaft, from which the abs sensor measures the rotational speed, and it may be rusty, broken or very dirty - perhaps due to a split boot. You can see the ring through the abs sensor hole and you may be able to give it a bit of clean up with a rag stretched over a screwdriver poked through the hole. You'd have to rotate the wheel to clean the teeth.
