"Braking power" has 100% to do with your tires. The stickier your tires, the shorter your stopping distance. Any competent brake pad will be able to lock the wheel up and trigger ABS, at which point tires are the only things that matter.
So the remaining criteria is dust: try ceramic pads, but be aware there may be less initial bite (whether this is a good thing is personal preference). Search on the forums for reviews about ceramic pads.
