Did you allow the pads to sit at least 24 hrs between bedding? It takes me about 2 bed-in procedures to get the pads to where they are track ready.
With new rotors or rotors with pad material (not cool carbon pads), 3-5 bed-in procedures are needed.
When I purchased my first set (on 6th set of pads) I failed to bed the pads properly on old rotors, braking was ok but spongy. With the 2nd set, bed-in was done over 3 days and the pads performed superbly.
