NASA NE, or any NASA chapter for that matter is great. Only problem is the NASA NE events are so damn expensive, nearly 2x the price of PCA. Not to mention depending on the event, you may have to wait a long time in between sessions (TT and Race). The only NASA NE event I've done in the past year is Lime Rock because their rates are about the same as any other organization (Lime Rock is typically $300-325/day). Prior to that I did NJMP and WGI with them, events were fun but like I said, it really limits your budget for other track days.

If you want to try some tracks further south, I highly suggest NASA Mid-atlantic. A lot of NE instructors also head down for MA events. The pricing is far cheaper than NE (although you make up for it in gas for a further event but you'd pay that regardless). MA guys are really fast and Summit Main and VIR are great tracks.
