I saw a similarly stealth trooper in South Tacoma, near Fort Lewis. It is a Black Ford Explorer with heavy tint and baseball bumper stickers (like what soccer moms put on their minivans).
I couldn't believe my eyes when I saw the lights come on in that Explorer (l was following him and he pulled over someone who passed to the left).
I seriously loathe how sneaky cops in Oregon and Washington are. Just drive in normal cruisers, these stealth cruisers are for ticket revenue only...disgusting
