Of course the camber can be adjusted

And the second place was absolutely right to do a full alignment, if they'd just done an adjustment to the camber, it could easily have affected the caster or toe.

Assuming the alignment was right, I'd check your tyre pressures. Inner edge wear is very common on underinflated tyres, more so with RFTs, more so with 19s.
