ive seen the smog that comes out of the pipe with a res delete on a 325 and its so noticable compared to stock, i didn think the secondary cats would do much but they do. in cali i would stay away from this mod honestly. its all preferance, but your HP gains arnt worth the risk, just use the money to get an intake or exhaust, that will sound just as good and will be legal. once you do that and you still dont like how it sounds and you have money to spend changing things arround with the cats then by all means just do it and buy a O2 sim. and change it out everytime you have to get a smog check
