The pad contact area will always rust after a wash or an heavy rain. There's nothing you can do to prevent it. The good thing is that the next time you brake it'll get all shiny again.

The rest of the rotor hub and hat can be painted.

The small gap between the hat and the actual rotor will rust too, and cannot effectively be painted. However it is small, and should not be noticeable if you let brake dust attach to it so it becomes black rather than rust color.
