Wastegates don't cause turbo's to fail. Wastegates are just exactly what their name implies they dump boost when not needed and work like a flapper that is controlled by a solenoid. Solenoid is run by the DME. The ratting is either the solenoid moving back and forth or some play in the linkage close to the closed point on the turbo which is generally the case. The rattle hurts nothing it just is annoying.
If I was you producing no boost I would check to see if a hose or connector has not blown off. Unlikely both turbos have failed unless someone ran the crap out of it with the engine oil cold and in that case you most likely have limited boost from a lazy turbo(s).
How did you measure no boost condition?

Any failure of a part of the turbo assembly = a failed turbo, PERIOD. IT DOES NOT MATTER IF YOU MAKE BOOST. If the wastgate arm has worn the shaft where it goes into the turbo housing, the shaft will rattle/bind no matter if all other controls are fine including the soleniod. This failure is not user repairable and requires turbo replacement. Please do not post what YOU think is normal.
