Sounds like a switch problem. Maybe it's like an amplifier, there is a "power on" line and then there is a constant power line. You found the constant power line and it was getting power so you figured it was the motor. But you didn't test the "power on" line which activates the motor and tells it to use the constant power line for power.
Since you did replace the motor, it probably wasn't the motor. Then it is likely the switch, the power line going to the switch, or the line going from the switch to the wiper motor.
Well that's my best guess.
