Try doing actual fuel calculation instead of relying on the on-board calculator. Its going to estimate low (in my experience) and throw out higher samples when doing the average as potentially erroneous.
If you have a smartphone, i recommend using fuelly's mobile website to calculate and capture. Do this for a month and first, you'll be getting your 'actual' fuel mileage, calculated by you, also have a nice way to track it and graph it/etc.
