Yes the engine COULD knock a very small rate even in partial throttle. But it depends on how severely that knock is per EF.
Every engine is different in regards to what is considered "safe" knock. For example, on a given motor, 60 ms of knock per EF is unsafe. Where as the engine could have knock a few times at around 15-25 ms per EF in part throttle.
