My guess is that the cost of doing business is higher in NY, particularly around NYC, so they really can't compete against the lower prices out of state. If everybody went for the lowest price and they didn't set an artificial restraint like "unless you buy from us, no loaner", they'd go out of business
Or they're just being shortsighted asses.
