Regardless if he did or not. He bought a used set of coilovers. There isn't much paypal can do. Unless the seller sends him a rock. It is hard to prove that the coilovers has been used by 2 different owners. He can just say he bought it from Long and sold that and then he bought another one.
The seller is in a win/win situation. This might be hard for you to get a refund on this.
