Yea your def way under boost if your only hitting around 13 on map 7. If I was you I would do a leak down test and again, it will show every possible leak. If your wastegates are having issues then you might need to get them fixed and in most cases, have your turbo's replaced
Dont jump to conclusions though, first do the air test to see if you have even the slightest leak. If so, even being so small, it can cause the symptoms your having.
