The under 6k car isn't likely to need an oil change for 3 years. A very low mileage car is likely to have more oil contamination from very short trips.
Basically, BMW has removed the annual requirement and is basically relegated consumers to the CBS intervals.
With 22k miles a year I'm not affected but it affects those folks that drive little.
