OP - just keep hassling the dealer and the BMW NA. Most likely they will agree to cover labor if you pay for the parts. But at the same time you will ruin your relationship with your SA. Either way good luck.

I would disagree - the hydraulics for the clutch are not "upkeep items", but the clutch disk itself is. There is no way to "maintain" the clutch master/slave cylinder or hydraulic line besides replacing them if they fail - which it appears that this is what the case is. BMW NA should step in and fix this for the OP.
