The piece on the left goes behind the piece on the right. The mesh part should be attached to the actual bumper first, then that solid piece goes behind it.
The side grilles are supposed to be blocked off, unless you have an oil cooler. It's only the middle grille that's left vented, which explains the purpose of the new brake ducts.
