That's right; the mesh part should be on the bumper, and the foglight/lens itself should be installed on the other part (left one) first, then attached behind the mesh.

The new brake ducts reroute the passage of air so that any air drawn into the center grille splits up and gets directed to the sides of the car. The mesh areas on the far left and right sides of the bumper are blocked.
