Simple. Open headlights, take everything a part, sand/prime every part, paint underside housing/eyebrow gunmetal, paint turn signal housing and projector housings satin black, remove 3 amber LED's from eyebrow and install white LED's, completely disassemble projector housing to paint the lens blue and install LED's to illuminate, assemble custom raptor LED rings, attach custom raptor lenses to rings, install rings, reassemble headlights, reseal headlights in a manner that will ensure no condensation is possible.
Now does that make sense? If you've never dealt with getting fully custom headlights done then I can see where the price might confuse you, however, if you have gotten quotes from places this is pretty normal.
