Is anthracite headliner a Priority 1 option for the E92 in the US yet?

Is it a no-cost option? If not, how much is it?

Do I simply inform my dealer in my order that I want the anthracite headliner and that it is a Priority 1 option?

And the noobest question of all, what exactly is a "Priority 1" option???
