No the metal plate that the cone connects to and the top cover act as the heat shield. They prevent heat from going into the cone.

Here is a test I ran.
Drove the car around town at normal speeds (nothing over 45mph) with the top cover off. When I touched the filter it was very warm to the touch. That evening I put the top cover back on. I ran the test again the next day in same type of conditions. I inspected the CAI again and this time it wasn't even warm. It felt cooler then the ambient temperature outside.
