No clue about this. My guess is you can ask the seller to go to his BMW dealer and try to get it. If he can't, might not be worth it... and if the price is TOO good, then you gotta ask yourself why.
Personally, I wouldn't buy from a private seller in the US. You'd have even less recourse if something were to go wrong (compared to buying from a dealer).
