Not exactly right. Although it can vary from torque wrench to torque wrench. Most of the time, a torque wrench will click, to let you know that you have reached that desired torque. However, most of the time, it will not stop or prevent you from continueing to torque and apply force to the the bolt, thus causeing you to over torque it.
